Also cultures that are more experimental and results-based within government, not just rule following and check lists. I can recall a time a few years ago when I went to renew a drivers license and didn't have the paperwork they needed with me. Instead of sending me home and telling me to make another appointment at a later date, the government worker gave me a few extra minutes to download the paperwork from my phone and finish the transaction there. Not much smaller scale than that. But made a huge difference for me.
