Thanks. As a former public servant, I can second your point about talent being drawn to serve. And I also agree about need to move the framing away from social safety net alone. Very passive, like a hammock swaddling you. The safety net at its best functions more like a trampoline, to help people bounce back after they fall (as we all do at times). And in other cases the government serves an even more active role as the engine or infrastructure for progress.
